HPD -Positive Interaction Program (P.I.P)

Houston Police Department

Citizens and Police … Friendship Through Education

The Houston Police Department has had a Community Service Division since the Seventies. When a group of citizens requested a presentation on a crime prevention topic, they would send one of their officers to the group and advise them what they could do to keep from becoming crime victims again. This is proactive policing. In 1982, out of the patrol division came the idea that citizens also need to know more about their police department before a crime occurred in their neighborhood. From this idea came the concept of the Positive Interaction Program, “PIP.”

A police agency can be very confusing to most citizens. The Positive Interaction Program holds monthly PIP meetings featuring speakers from different divisions (Burglary and Theft, Homicide, K-9, Helicopters, etc.) explaining how their division operates. This is done so citizens will know what to expect, should they ever need the police. The department was not sure how citizens would react to coming to a police station once a month for a presentation on a different division. So, the Positive Interaction Program was started as a pilot project in only one police station to begin with. The Program has proven to be an overwhelming success.

Statement of Purpose

The education of the citizens of Houston on how their police department functions is essential to the PIP program. Once a citizen understands how the police department does its job, that citizen can better relay to the police department their neighborhood needs.

The free flow of information and ideas gives us both a better understanding of each other’s needs and expectations. This fosters trust and friendship between citizens and the police department that serves them. Cooperation between the Houston Police Department and the citizens is imperative in the reduction of crime and enhancing the overall quality of life in their neighborhoods.

TPC Group will continue using this traffic plan through mid-year 2014 and work collaboratively with LyondellBasell during its planned maintenance turnaround, by utilizing law-enforcement officers to direct traffic on Allen-Genoa, Lawndale and at the Scarborough exits on Highway 225 during shift changes, which have been staggered so as to minimize impact upon our community. Traffic will be busier 5:30-7:30 a.m. and 5-7:30 p.m.

iPads for the Rucker Elementary Reading Program

Like most K-12 schools throughout Texas, Rucker
Elementary faces a growing problem in reading, writing
and testing. As many of its students speak English as a
second language, they struggle with standardized tests
in English and learning critical reading skills.
Solving this problem has proved to be difficult.
Textbooks have yet to be successful, and computers —
while engaging and effective — are far too costly and
cumbersome to be placed in every classroom.
That’s when Mrs. Bradshaw — the fourth grade English
teacher at Rucker Elementary — had a brilliant idea. If
reading and writing curriculum could be taught using the
iPad, a mobile technology that children in all grade levels
could grasp, then she could finally have a way to get
around the language barrier.
When PL Propylene learned of the issue, they jumped in
to help. Mrs. Bradshaw sat down with the PL Propylene
team last summer to determine how many iPads they
were interested in donating.
“We thought they were going to say one or two, maybe
five,” Bradshaw says. “We couldn’t believe it when they
said 20.”
Before PL Propylene could move forward with the purchase,
it had to be approved by the Houston ISD School
Board. In July, the school board approved a $14,500
donation to purchase the iPads plus the necessary
reading software and equipment. By December, Rucker

Elementary had 20 brand new iPads loaded with educational software and ready to go.

The donation also included a movable dock and charging
station for the iPads. With this system, any teacher is
able to check out the iPads for her students to use. The
teacher also has freedom on where to test students —
they are no longer restricted to a specific desk, table
or classroom.

“ The iPads are a motivator for
students. They’ll work really
hard so that they get to use the
iPad at the end of the day.”
