Our last civic club meeting discussion was done on the continual flaring during March, 2026 by our neighbor Invista Plant.

Concerns Regarding Prolonged Flaring at Invista Plant on Hwy 225

Residents of Oak Meadows, located behind the Invista plant, express concerns regarding prolonged flaring activity. During the entire month of March 2026, the plant was flaring continuously, 24 hours a day. When this was raised directly with plant personnel at an HCAP meeting held at Valero Manchester, a representative, Mr. Jason Sanders, stated that the facility could flare as much as it wanted. This response has caused additional concern among residents. Many neighbors have reported strong odors from the flaring entering their homes. At a recent Civic Club meeting, multiple residents shared complaints and provided photos showing the size and intensity of the flare. For context, Invista previously operated under the name Petro Logistics. At their Corpus Christi facility, there was a class action lawsuit involving nearby residents. While our community hopes to avoid a similar situation, the continued flaring and resulting impacts on residents are concerning. We respectfully request any assistance or guidance you can provide in addressing this matter. Thank you for your time and consideration.

Fiscal Year 2027 Budget Survey

HOUSTON – Council Member Flickinger would like to inform you that the City of Houston’s annual budget process is kicking off soon. Budget workshops will begin with a special-called Budget and Fiscal Affairs (BFA) Committee meeting on Wednesday, May 6. At this meeting, the Finance Department will present its five-year forecast and budget overview. Individual city department workshops (23 of them!) will be held Tuesday, May 12 through Tuesday, May 19. All workshops will be held in the Anna Russell Council Chamber at City Hall and are open to the public. The schedule for these workshops is below. These meetings are also shown live on HTV and may be found after the fact linked on the HTV website.
At-Large 5 Council Member Sallie Alcorn has launched her annual “Give Us Your 2¢” budget survey to hear from residents like you. This year, with continued support from Rice University’s Kinder Institute for Urban Research, the YOUR TWO CENTS survey has been further refined to better capture your input. It only takes 3–5 minutes to complete and your input matters! Don’t forget to add your comments and suggestions at the end.
Further, to increase public engagement, BFA Chair Sallie Alcorn and BFA Vice Chair Mario Castillo will host two budget town halls:
Saturday, May 16 at 10 AM — budget town hall at the Fonde Community Center, 110 Sabine Street, 77007
Wednesday, May 20 at 6 PM — virtual budget town hall via Microsoft teams

There will also be a public hearing on the FY 2027 budget May 20 at 9 AM in the Anna Russell City Council Chamber at City Hall.

Clean up on Allen Genoa St

Oak Meadows Neighbors,
I’m pleased to share that the strip of Right-of-Way land along Allen Genoa, behind the homes on Falvey Street, has now been fully cleaned. It took two days to complete, but the results are noticeable and our neighborhood looks better because of it.
Yesterday, Council Member Flickinger joined in and generously gave his time to help with the cleanup. We worked until 11:00 a.m., and today a neighbor of mine also volunteered his time, which made it possible to finish the job. Their support was truly appreciated and made a meaningful difference.
Oak Meadows looks cleaner and more welcoming thanks to this effort. If you have a moment, please consider sending a brief thank-you email to CM Flickinger’s office at dustin.hodges@houstontx.gov for helping arrange and support of this cleanup.
This was my first time participating in the cleanup effort, and I’ll admit the bending and lifting can be challenging for someone my age. It would be wonderful to see more neighbors join in next time.
When more of us participate, the workload becomes lighter, the work goes faster, and the impact is even greater.
Thank you to everyone who helped and supported this effort. Together, we can continue to keep Oak Meadows looking its best.

Holiday Members Dinner

Members of the Oak Meadows Civic Club recently gathered at Maria Rita’s for a sponsored dinner, where we discussed future improvements within our neighborhood. During our meeting, several residents expressed concern about ongoing issues that are negatively impacting Oak Meadows and diminishing the quality of life for those who care about our community.

The concerns raised include the following:

Residents operating large vehicles into the neighborhood and driving over curbs, causing damage to curbs, rights-of-way (ROW), and sidewalks

Properties with front yards completely filled with vehicles
Numerous crime reports, including assaults, RAPES, theft, vandalism, and
destruction of property
Illegal heavy trash dumping on vacant lots and in yards, with debris left for
extended periods of time
Excessive noise from loud car sound systems, often late at night and into
the early morning hours up till 330am.
Throwing trash, including discarded beer cans, bottles, and left over food
packaging left on streets and in yards
Abandoned and stolen vehicles, along with graffiti on neighborhood bldgs

As many of you are aware, Oak Meadows Civic Club partnered this summer with our sponsors—Port of Houston, TPC Group, Invista, Goodyear, and Valero—to move forward with future improvements in Oak Meadows.

Earlier this year, we also met with Council Member Flickinger’s office to discuss replacing the aging water lines that were installed in the 1950s. We must emphasize that homeowners should NOT PLANT TREES within the right-of-way, as tree roots damage underground water lines. Additionally, we have discussed the long-term need to replace asphalt streets with concrete streets.

The Oak Meadows Civic Club would like to hear your thoughts and concerns regarding these matters. Your input is important, and we encourage you to take the time to respond and begin attending our neighborhood meetings. Thank you for your continued involvement in our community.
